This is essential, along side radical passenger transport investment to *de car* congested and dangerous roads.
Fix the car/commute problem first.
Agree, delay any spending on car focussed things.
If, alongside de-car-ing and creating communities of living and working closer to where we work, and via PT, then the library is important.
Support existing initiatives and organisations more. This isn't an ego play, this is collaboration.
Go for it. Make the city fringe expensive too.
Don't half do it, or ask for philanthropy: fix your city.

You can't charge for parking until you have viable PT to get there for locals.
We’re proposing to balance our books in 2024/25 and reset our debt-to-revenue ratio to 300% for 2021/22 then decreasing by 5% each year until 2025/26 where we will remain at 280% from 2026/27 to 2030/31. Rates are proposed to increase by an average of 8.9% in 2021/22 and 4.9% annually until 2030/31.
It's not viable to pass on to ratepayers the ghosts of council financial demons past. And frankly, the difference to a ratepayer of 280% or 350% debt/revenue is nothing. Hold high debt and lobby central govt. to give you more money.
