Those who benefit from GROWTH pay a FAIR share of a cost of that growth. Building a high rise in the City, will bring a big load of infrastructure, 3 waters, waste in particular. This needs to be paid by the Developer, who will on charge to property owner who makes a profit, not the Rate payer.
See my answer 1. for my comment. Growth pays for growth, not the RATE payer. This is not fair and appropriate. The HCC has to factor in growth to their LTP, how can you do this with a remission?
These Community Infrastructure buildings are owned by HCC ? Isn't that just a money go round?
Infrastructure Costs are high and someone needs to pay now not later. Growth to pay for growth that's your motto.
Those cost to the Developer are pretty outstanding (high) already, especially if those Developers have already paid for the pipes. The end user (Tenant) will pay eventually, then the customer (us). It just makes for more unaffordable Housing and Leases.
Very Confusing as to why each type of DC is charged differently. Why not charge the DC and have it paid immediately and give a refund if due later. The amount payable should be known at the beginning of the build, another example of HCC not being transparent and moving the goal post. This is very frustrating for builders and developers. I am referring to your note on Financial Impact.
